Have recently seen vehicles JS178 and JN178 in Cannington district. What are these cars?

To stop displaying signatures, go to the User Control Panel > Board Preferences > Edit display options > Display signatures > No > Submit

I'm trunk tracking the Mandurah VKI repeater and I've noticed a lot of the radios calling have IDs that begin with 2109, which means their callsign begins with UI (Uniform India). I've never heard or seen that callsign before, and there's been a lot of units with that 2109xxx ID come up, anyone know anything about it?
