Health issues?
Does that have anything to do with the previous use for that land, i.e. railway workshops?
Wild speculation mode on: Perhaps it's because they are be worried about contamination of the soil in that area which would affect any animals housed there...

Your absolutely spot on even though several tons of soil was taken away and replaced with clean soil the trees in the ground will contain contaminants which could poison the horses and dogs absorb most diseases through their paws and wet soil would over time allow the buried contaiminants to come to the surface.

Yeah shame that they can't relocate them, but with the pollution from the old railway yards (back from the days when the environment was the LAST thing on people's minds), it's better not to take any chances.
And Whiskey1 - love your tagline

Yep, have to agree there Millsy! Rocky station is looking pretty good - when it's open Although I do believe the damaged pelican statue could do with a facelift
I have a friend who used to work in the traffic branch in East Perth (cnr Plain and Wellington) and I recall them saying once that all their work was delayed as the roof had fallen down on top of some of the (many) multanova shots that were waiting to be processed - now that place is heritage listed, it would take a helluva lot of $$$$ to fix the concrete cancer and everything else that's wrong with it. I believe it was the former Perth Girls School that was built in 1936.
