My house is Cat 5 ESL and thats $50 a year, which is added to my rates

But these guys have to pay an additional $75 on their taxes because they are outside the city limit

Everyone including busineses pay ESL. Depending on where you live is how much you pay. Interesting question though Re: wild fires, they probably will not protect that residence again.
