Is there something in a FAQ or info thread somewhere covering the reason that he was not allowed to post what he said so everybody else knows what is acceptable and what is not acceptable? Also so the rules don't change for different people.

Its not a 'rule' of what he said. What he said just wasn't appropriate wordings for the site and doesn't promote the wellbeing of the site. It was not an Admin/Mod as far as I'm aware.
