You know what though, im not surprised. In my opinion (and im really sorry if this comes accross as unjustified or offensive) this looks like the same quality of policing i have seen here recently...
They do not commit fully when they apply force, they are reactive not proactive, they appear apprehensive (or even afraid) of using force, they are not aware of their surroundings, they call for help instead of just dealing with the situation (or person) themselves, they didnt handcuff either of the women even after they became aggressive. Even before they ran out onto the road, they were standing between the two police vehicles (big no no) and not in the safe zone (side of the vehicles opposite to the road).
This should be a training video for what NOT to do in this situation. I know these situations can be extremely difficult to deal with but thats why you become a police officer... because your good at dealing with these kinds of situations. Ive dealt with many like this (not exactly the same, but very similar) and god i dont think ive ever messed up that badly.
