WOW...

You know what though, im not surprised. In my opinion (and im really sorry if this comes accross as unjustified or offensive) this looks like the same quality of policing i have seen here recently...

They do not commit fully when they apply force, they are reactive not proactive, they appear apprehensive (or even afraid) of using force, they are not aware of their surroundings, they call for help instead of just dealing with the situation (or person) themselves, they didnt handcuff either of the women even after they became aggressive. Even before they ran out onto the road, they were standing between the two police vehicles (big no no) and not in the safe zone (side of the vehicles opposite to the road).

This should be a training video for what NOT to do in this situation. I know these situations can be extremely difficult to deal with but thats why you become a police officer... because your good at dealing with these kinds of situations. Ive dealt with many like this (not exactly the same, but very similar) and god i dont think ive ever messed up that badly.

That's not offensive... But you are right - it is unjustified.

Under no circumstances would you handcuff a person with two broken legs.

The second female you would want to handcuff when she got up and began to walk down the road. Often placing or attempting to place handcuffs on a person is when they are likely to become volatile, so she wanted her partners assistance.

I could not see much else the officers could have done. Calling for assistance is vital, as well as keeping everyone else updated - when your unconcious you cant tell anyone whats going on! You don't know how long the incident will last, nor how far away they are from getting to you, but when they do get there it will make everything so much easier - safety in numbers.

And of the entire video one of the most minor points - the persons were stopped by roadway workers and were behind there vehicle, only once the police arrived were they between the two vehicles for a short time.

English police are very different to here. I would question how many times you have seen WAPOL officers use force/deal with volatile situations to make a comparison.
