I think what Phil saying is do they get Mail at Incidents ? Because if you look on the left of Picture number 9 there a postie moving away from the ICV, and near the stairs of the ICV there a yellow bag what looks like the postie has dropped it off.

I thought the yellow bag was one of the kind that has weights in it, for keeping guy ropes or marquees anchored, although I did look for the mailing slot in the door

Far as I’m aware it called an exit speaker. It main role is to provide sound for crews at jobs so if 6AR needs to contact them they can here it much more louder if they are operating the pump or rescue equipment .
