Personally i think they should have P1 the job they do is tip top and definitely a necessity!
Transit Officer vehicles (Delta) are not Priority 2, they are Priority 3 - Government Enforcement. From the DoT guide... "A magenta/crimson flashing lamp warns road users of the presence of a vehicle carrying out functions associated with the enforcement of statute laws."

The reference you make to pulling over vehicles for inspection, relates to appropriate training requirements.

City of Perth vehicles look pretty shmick!

I work in the city but I haven't seen these guys involved in any security-related incidents.

Does anyone know if they are the 'proactive, get involved' type... or the 'observe and report, don't get involved' type of security? As the city is home to great deal of vagrants and (intox) people of weekends I imagine they would be faced with alot...

I'm sorry, how do you come to the conclusion that the vehicle is double parked?

Ahhh yes, sorry my humble apologies, I thought that you were in reference to the Town of Bassendean Photo.

However, If you look clearly at the first photo of what your referring to you shall see the hazard indicators are flashing...

hold3n, to answer your question, i believe they rely on the following section which is found in most local government's parking local laws:

8.5 Special purpose and emergency vehicles
Notwithstanding anything to the contrary in this Local Law, the driver of:
(1) a special purpose vehicle may, only in the course of his or her duties and when it is expedient and safe to do so, stop, or park the vehicle in any place, at any time; and
(2) an emergency vehicle may, in the course of his or her duties and when it is expedient and safe to do so or where he or she honestly and reasonably believes that it is expedient and safe to do so, stop, or park the vehicle at any place, at any time.

It seems to be accepted that both security and ranger vehicles are special purpose vehicles. However, I havent been able to see this in legislation as neither of them are mentioned specifically in the Road Traffic Code.
