I do have a scanner but have never listened to Aviation bands (maybve time to plug them in).

If you dont know what an ATIS is: it's a recorded message to pilots giving information of the airfield - What runways are in use, Wind Speed/Direction, Temperature, Air Pressure, Cloud Cover, and any other important information they need to know.

So Ring that number, and if it says Runway 03 - you're in business.

From the CASA document, it's pretty clear that it's not an ICV. Its function is entirely different to that of an ICV. That's why it's not called an ICV but an FCP instead.
