The paddy wagon is Leeman's FL 101. It was listed on Manheim's Auction (04/01/12)

The Radio & Electronics Support Unit, they are responsible for everything from installing radios into cars, maintaining repeaters to video surveillance. though its split into two sections, radio and video sections. the guys that installed that equipment would have been from the radio section.

Sorry to raise the dead, just wanted to clear something up.

WAPOL have 2 divisions for comms RESU (radio and electronic support) run by public servants who are there to maintain the radio system, repairs, installs.

The other team ( mental blank on there actual title) are sworn officers ( most come from a communications background) who deal with surveillance, cctv, portable comms ( if for an operation then its these guys, RESU if for general coverage. It would have most likely been this team of techs if it was cctv stuff.
