however it does have the drug test facilities, and TE213 is missing its spot light...

He means he's never seen a traffic car with a 10* g/d's callsign usually they have 20* series callsigns.

TE213 is the drug bus car was was previously unmarked prior to being marked up recently. Drug Bus is TE216.
