From the looks, the 4WD looks like the Major Crash squad.... They do have a few out on the road unmarked but with the lights etc. In between the emerg lights - it appears to be a mini-light tower.

I will confirm that this is major crash as a similar vehicle was at the scene of an accident here today and they had reflective vests etc. on.
