I'm pretty sure that's what the AFP were after when they chose red. They don't want their vehicles confused with WAPOL cars. They have no further powers of arrest than any civilian when it comes to state matters, so I'm certain they wouldn't want to get flagged down to help out if something was happening.
I realise red is a Fire colour, but when you look, most of the WAFB sedans and 4wd wagons are white now as well. Isn't white a Police colour?
