Can someone confirm what the callsign CA refers to? I am leaning towards organized crime division?
I would say the transmitting part of the antenna started just above the roof line in that picture, you wouldn't want it any lower. It's obviously got an extension to actually get it that high.

The 'extension' is the tuning mechanism. There's a rather large coil and a motor in there, amongst other things.
There's a shock absorber at the base of the antenna as well as the spring at the base of the whip so it can take a bit of violence.
