Please note that I will NOT program it to non-public frequencies unless you can provide proof of ownership of the frequencies, and I will NOT be selling the programming software with the radio due to the Motorola EULA. I will happily point people in the direction of a Motorola dealer who can provide the CPS/RSS Programming Software to you for ~$150.
