Reporting abuse of repeaters

Hi, I'm listening to channel 3 on Duplex and there's a couple of guys saying their using overpowered equipment. They're acknwologing that they're using equipment out of band, how would I go about reporting this? It sounds like they're licensed too. One guy called Dean said he has a "TX380 doing 40 W and a Motorola doing 100W".
