i am confused about what "TWY WHISKY BTN TWY CHARLIE AND RWY 24
AVBL AND LIT FOR B737 800 AND BLW."
means... Could someone please fill me in on this?

it means that Taxiway Whiskey between Taxiway Charlie and Runway 24 is available for use, and the lights are on (and servicable), for any aircraft weighing the same or less than a Boeing 737-800

I dont think that taxi way ever has any thing more than a 737 on it

Just means the Heavy's have to taxi S and back track RWY 24
