How come the ATIS on the radio and the ATIS on the phone have a different voice?

Jandakot ATIS is recorded by voice of a controller, it is possible that the two systems are not linked and 1 person does the radio playback and another does the phone playback.

I had a listen to the Jandakot phone weather
That phone voice is from the Automatic Weather Broadcast machine that logs the weather.
At Australian Civilian airports it is a male voice
At Australian Military airports it is a female voice
