Cavalier appears to be a callsign for the Black Hawks currently in town according to a quick google search

"PACS 15" could actually be "pax", ie shorthand for "passengers".

There are plenty of documented cases where "pax" has been used as short-hand for passengers. After all, "pax" is a single syllable. "Pee-Oh-Bee" has three times as many.

It all depends on the context of what Glen heard. It may have been "pax" meaning passengers or it may have been "PACS" as an acronym for something.
