WAPOL operation at Lake Monger

Yesterday morning WAPOL had some kind of operation in progress at Lake Monger car park at the Powis Street exit of the Freeway.
There was a Landcruiser parked on the verge of the off ramp with some kind of device aimed out of a side window and a booze bus in the car park with traffic cones etc along Powis Street.
They were only pulling over selected vehicles, so I could only assume the device was a license plate scanner and they were targeting unlicensed or flagged vehicles.
