Nobody's given him the frequencies yet, so I doubt he'll be hearing anything much.

If someone does know, please speak up...

I hear the Rocky rangers all the time... the only problem is I can't remember which one of the following three frequencies is the one they use. So try scanning all three and see how you go. I'll keep an ear on them too and try and confirm which one it is for you.
Try:
470.200mhz
470.500mhz
470.800mhz

For Kwinana give the following ones a go... I hear council traffic on these ones quite a bit, but to be honest I'm not sure if the rangers use these or not. Again I`ll let you know what I hear too.
Try:
470.100mhz
153.5375mhz
151.2875mhz

Comms to portable about call outs, in relation to anything. Dog's on loose, park parties, vehechile complaints

On busy days you will hear portable to portable for help to many types of things

Yep...mostly the stuff that w_f mentioned , plus I have heard other stuff like the coordination of roadblocks to assist FESA around firegrounds and damage reporting during and after storms etc. Granted a lot of what you hear isn't terribly exciting but it can be an interesting way to learn about the happenings in your local area.

Kwinana ranger heard this afternoon on 151.2875MHz.
I have found that quite a few of the councils have the situation where the rangers and maintenance crews share the same channels so you may hear rangers on that frequency too. I haven't heard the Rocky rangers as yet today.

I seem to recall someone saying before that Wanneroo/Joondalup use mobiles. I know Stirling have radios, unless I was seeing things.

Stirling Rangers/Community patrols use trunk radios. I realise that they will be on other frequencies but at night I seem to recieve them almost exclusively on the one frequency - 416.9125 MHz.

If you want to check for them on the other frequencies, the ones below are the outputs provided by the same company at the QV1 site. You will of course hear a bunch of other garbage on these frequencies too.

417.162 MHz, 415.9125 MHz, 416.4125 MHz, 417.4125 MHz, 416.0375 MHz, 416.5375 MHz, 417.0375 MHz, 417.5375 MHz, 418.0375 MHz, 415.925 MHz, 416.425 MHz, 416.925 MHz,
417.425 MHz, 417.925 MHz, 415.625 MHz, 416.625 MHz,
416.125 MHz, 416.0 MHz, 416.5 MHz, 417.0 MHz, 417.5 MHz, 415.6625 MHz.
