Ive heard the Rocky rangers quite a few times this week using 470.800, so I would say this is thier common channel.

They use a trunking system. I am not sure what one the rangers are on and chances are you have already grabbed these, but just in case you haven't, try scanning these.
City of Swan frequencies:

163.3625
163.7625
163.0375
I don't live near Swan but I work up that way and I'll have a listen when I am there and I'll let you know what I come up with.
