What is a dummy MDL - Is it when the person doesn't actually have an MDL - But they put a fake one on the system so they can track the person still in relation to driving offences (Even though they shouldn't be driving)

I saw a newish toyota glx land cruiser with old box shape light bar, but no markings what so ever. Dunno if its a cop car or wether it use to be an emergency services vehicle of sometime in the past.

what is an I/R?
Incident Report given by the oattending officer, or sometimes over the phone if an event has been logged.
Quite easy to understand, it's date, time and officer regimental number i.e
110503 2247 11324

yeah, so instead we have to go trawling through a thread that could be 100's - 1000's of posts to find ou the answer to something we could have just had a quick look through the topics and hopefully found an answer if someone knew the answer and posted it...
I'm sorry, but to me this seems like a pointless exercise... I'd just like to draw your attention to a few things...
SPAM = Unsolicited e-mail, often of a commercial nature, sent indiscriminately to multiple mailing lists, individuals, or newsgroups; junk e-mail.
So, SPAM as you put it is unsolisoted, but on the other hand, you are soliciting or leaving the option for people to reply...
FORUM = an assembly, meeting place, television program, etc., for the discussion of questions of public interest.
So, This is a public FORUM where people can comment and do comment, as you have done, and as I am doing. And the posts that you seemingly see no point in form part of this FORUM no matter haw trivial they are...
If they were posted to the wrong forum then you would have a right to be annoyed about it...
thats all I'm gonna say... I think people get the point.
