Seeing as you have taken a photo of it, im sure that the answer to your excellently worded question is, yes I'm sure someone has seen it. Atleast i think thats what you asked.

ACMA (and predecessor agencies) have long had vehicles in WA. They investigate RF interference (and all manner of other things, including unlicensed transmissions).

If you at the three roof racks you'll see what look like three antenna mounts. They may be used for measuring network performance of mobile phone carriers.
