Transport Inspectors maybe? Not sure if they have LED's on the back but they do have pods.

I'd put money it being Western Power, they seem to be flashing the same way I've seen before and I don't think Transport Inspectors have much more than a single light bar?

Yeh ive got my money on Western Power too.
Transport Inspector vehicles do have LEDs at the rear of the pod but not red, magenta. Looks very purple at night.

100% western power
Only issue with it when they first became emergency vehicle certified was WAPOL was never advised of this fact. Only allowed to use them whilst responding to serious traffic accidents when power line/pole is involved

I'm pretty sure they can also attend structure fires under emergency conditions. We had one slot in behind us once on the way to a house fire and he had his red beacons going.

Not to mention, Transport inspectors can only use their to enforce the law, that is they would only use them to pull some one over, not go flying down the freeway
