The uniden UH078sx has a built in scanner including 450-512MHz, does this mean i can listen in to FESA and DEC VHF channels?

In a word, no. DEC & FESA are on ~78 and ~160MHz.

450-512 MHz is UHF (mostly fixed and mobile comms, some meteorological) Some emergency services frequencies are in there. You can find some of those in the forums.

ok ta.
Can you get a handheld to transmit on uhf and with a built in scanner to also listen to VHF? I want to listen to Bunbury/Albany FESA and DEC South West/ South Coast.
