Antenna selection and ground plane

Hi Guys,

I have a couple of radios kicking around at home (66-88MHz and 136-174MHz) that I am thinking of installing in my 4WD as RX only radios. They are only sitting around as paper weights at the moment and want to make use of them if possible.

My questions are;

Suitable antennas for these radios?
I am not a fan of drilling holes in the roof for mounting antennas and want to avoid

Am I limiting myself too much by trying to stick to ground independent antennas?
OR,
I have a full length steel roof cage on my 4wd, can I run an earth to this and use it as a ground plane?

any advice would be much appreciated,

In the interests of ACMA compliance, are you able to prevent the radios from being used to TX?

Those radios would be great for listening to the Firies, Towies, and other land-mobile users in the VHF range.

yeah mate, I have the programming software to inhibit TX and that's what I will be doing :)
