Yeah, if your scanner covers that range, program it straight in. The decimal goes after the first digit. Eg. if the frequency was 7150khz then put in 7.150mhz into your scanner. My advice to you is to go ahead with the CB purchase, get yourself familiar with talking on the airwaves, meet a few people, meet a few assholes and have a bit of fun (but don't join the assholes and become one).
