It's obviously got an extension to actually get it that high. The 'extension' is the tuning mechanism. There's a rather large coil and a motor in there, amongst other things. They used to wear them all the time until someone probably pointed out they look gay. Maybe they are trying to look all gay and merry for the queen. But they make Wapol look like a police force stuck in colonial times.
