Not sure where you heard that from?

ACMA are just implementing the HGS meaning freqs will change in the 400 meg range but not change band. Happy to be corrected.

Air support have been grounded due to weather.

UHF or VHF version? The VX829 has an SMA connector (female on the radio, male on the antenna), so you can grab an adapter from Prestige Comms/Spooktech/Strictly Ham etc for SMA to BNC or PL259 depending on the mag base you get. Yes the Pi Zero. Not sure if that will have enough grunt for what you need though, plus the SDR would pull a bit of power itself.
