Pretty much any scanner will cover those channels 78Mhz Mid Band (existing network) 163Mhz High Band ( WAERN ) 468Mhz UHF (ex WaPol/SES) the Uniden XLT series scanners will do the job fine, though ICOM, Vertex ect all do the same job, maybe a bit better audio quality. though the uniden scanners only...

I would think that there reason behinde them having their windows down on firecall would be to hear other emergency vehicles sirens? thats the reason their different between agencies isnt it? as for police/amb keeping their up, well they might be listening to other information about the call. either...
