I think you're after a 'wide band receiver'. These scanners pick up 'most things'. Generally $300+

Just remember, that if you're new to scanning you should get a cheapie to see if you like it. There's no use spending $500 on a scanner with features you'll never use.

The scanner might be 'locked' or 'frozen' and need to be reset. Most scanners have a key combination that resets the scanner.
