By bandwidth do you mean spacing? 12.5khz is the standard these days I believe.
No need to know CTCSS/DSC to listen. These are only required to transmit for their programmed radios to receive the transmissions.

TE216 Commodore passing the city had a new siren, dual tone but no rumbler. Very American sounding with two wails going at the same time but differently timed, very loud.

It's a simplex channel so unless you are very close to the ground crew you won't hear them. It's a line of sight communication.

Whilst things have changed a bit since the last posts in this thread it still comes down to crew and public safety. Speeding to get somewhere will only save a couple of minutes over a fair distance. Do you still have the old one? It might still work for the high band.
Otherwise cheapest new is something like the Uniden EZ130XLT, or up to the UBCD396XT. Lots of other models out there that's just the more common.

Yep if you are near the airport its usually ok, since the repeaters are setup to give best coverage there so enjoy!
