Sorry Fastlane but they are considered a public officer whilst they a performing a function of their 'office'. I worked for EDSEC a few years ago and yes, the UHF channel is for the portables. The main freq is the VHF and the vehicle then repeats it on the UHF for the portables and visa vera.

Dont quote me but from memory the main VHF freq for North was 79.075

The reason Transit Officers where Orange vests is because they work on a Railway and the international convention for railway workers is Orange vests - the reason for that is orange is the colour used to signal 'caution'
