Since it's an Icom radio you've got, have you tried http://www.icom-australia.com/contact.html ? It's dealer software, as far as I know they won't sell it to Joe Public. You aren't allowed to be in possession of equipment that can TX on a band you aren't licensed for. When buying Amateur gear from a reputable Australian shop, they should ask to see your license, or ask your callsign and look you up.
