Download the "Scanner Radio" app from the Android Market. There is both a free and paid version, I only have the free version but it works fine. If you go into Browse>By Area>Australia>WA>South West, you will find 2 streams, one FESA Command channel, and one railway police.

Look at the side of the appliance...

Have recently seen a silver Ford Territory with LED Lightbar and an antenna mounted on the roofrack. Not sure if its a Canning Ranger vehicle but have a feeling it may be. No markings to speak of.
