As mentioned befor, I was told by a cop, if you miss, you can retract the cartridge and drive the two terminals into the POI, like you would with a stun gun.
Still, best not to miss.

they only work to 6 meters or similar anyway.

CTCSS/DCS? Arnt they on VHF anyway? i would have thought it'd be alot hard to do that then on UHF, with all the UHF commercial gear beeing out there, you cant just got to a comms store and buy a radio without beeing asked for a reason for wanting it, eg business use/ham use, espeacley on the aviati...

They need to be able to respond under priority driving conditions, there is extreme amounts of power flowing through those power lines. It takes a professional to disconnect it safely.
