This vehicle has been around for some time now (10+ years). It is based on the Bushmaster troop carrier. Most fire services over east have evaluated this vehicle and have decided not to go ahead with it. Only the Forestry Commision in SA have decided to go ahaead and use this vehicle.

I think the key to this is not the speed he was doing, but the fact that he went against ambulance policy. From what I can gather he didn't break the road rules, and as such he hasn't been charged or fined. However SJ most likely have a policy which limits the speed they can do above a posted limit....
