It would depend on wether the CSO has been gazetted as an 'Authorised Officer/Person' under that Act. The only way to tell would be to find out their name and search the Government Gazette... On the Trucks themselves, they are only limited to 100km/h under normal conditions AND if GVM is 12tonnes or more. Not all of them are mate. Also note, there are NO frequencies in the 66-88 Mhz range that you can transmit on without a valid license. Can get yourself in a bit of strife even having one of these without a good reason :)
