Volunteers, usually. However, I know that it is also monitored by aircraft especially as they fly over remote areas.

Current op is on channel 26 and there's absolute traffic chaos in the city as everyone tries to go via the alternate routes to drive home!

Ch26 is shocking quality, tested with two radios... dunno what's happened there.
