Unfortunately, this isn't how the P25 OTAR protocol works. You'd need the OTAR encryption key as well, which is another key that encrypts the encryption keys. Has anyone tried scanning the MHS DMR (trunk?) systems? From what I've been told, most staff have access to a handheld, but it's only really used with major incidents. Shire of Muarry rangers have a DMR convenional channel on 164.7875 on TS 1 CC 1 and TG 1. Unencrypted, decent reception from Mandurah. Seems like data on TS 2, but I don't have resources to decode.
