Unfortunately, this isn't how the P25 OTAR protocol works. You'd need the OTAR encryption key as well, which is another key that encrypts the encryption keys. Shire of Muarry rangers have a DMR convenional channel on 164.7875 on TS 1 CC 1 and TG 1. Unencrypted, decent reception from Mandurah. Seems like data on TS 2, but I don't have resources to decode.
