There are two parts to this: 1. I've seen 673 on numerous video clips on the news. Probably being utilised prior to its WA contract, but you could say that it's a WA asset being utilised (the media probably would) 2. We already have heaps! Google maps shows residential, and a small retail strip at that location, assuming it's the retail strip which has about half dozen shops in it.

You're in roughly the right area location wise.
As for making up it was a case of 'flaking' them over arms/shoulders and loading them onto trucks/PC. Mass clean, hang to dry, then roll up later. Plenty of training opportunities
