It would depend on wether the CSO has been gazetted as an 'Authorised Officer/Person' under that Act. The only way to tell would be to find out their name and search the Government Gazette...

Good spot nra555- I have 2 FGs at work and they aren't that low so I reckon they have lowered them... The FGs are a bit high for dogs on standard suspension- I've had a few faceplant it into the dirt when unloading at the pound...

G'day John, If you have a look in the Weapons Act you'll find that pepper spray is a controlled weapon. In short- you can have it but if you use it you'll need a dam good reason for doing so. I am not a lawyer or anything so this is just my interpretation of the legislation and if anyone else knows ...
