Can anyone tell me why some vehicles give VKI their Km's on arrival and departure?

I.M.U. = icodent management unit ??? , its had me puzzle for a while Thats what I've always though but never confirmed. And NJ501 is SOCO for the Joondalup district. Though other districts are usually xx301. That's where my confusion came from, I thought NJ500 & NJ501 must've both been SOCO but...

Why are they sometimes in pairs and sometimes on their own, are the pair ups rookies?

What callsign is NJ050? I've heard NJ500 too is that SOCO?
