Can anyone tell me why some vehicles give VKI their Km's on arrival and departure?

I.M.U. = icodent management unit ??? , its had me puzzle for a while Thats what I've always though but never confirmed. And NJ501 is SOCO for the Joondalup district. Though other districts are usually xx301. That's where my confusion came from, I thought NJ500 & NJ501 must've both been SOCO but...
