Hi there.

There are modes and there are bands. Modes are WFM, FM and AM and set how the receiver should decode the signal. Certain bands have modes that are normally used in that band - so AM in the aircraft band, WFM for FM broadcast. VHF and UHF bands, broadly, are FM/NFM.

A lot of agencies how now gone to digital trunking or just plain mobile phones nowadays, but in the country there's probably still a lot of traditional analogue radio left.

WA Emergency Radio Network.

Basically, the name for the project FESA/DFES used when they moved to newer radios and from only using VHF mid-band frequencies to mostly VHF high band and a lot more UHF simplex channels.

RX is received frequency. CTCSS, if your scanner supports it, is a way to help block noisy, invalid signals from opening up the squelch. Especially important on mid-band VHF.
