I have successfully used DSD with a discriminator tap inside a Uniden 796 scanner and fed into an old 2011 Toshiba laptop. That phone voice is from the Automatic Weather Broadcast machine that logs the weather.
At Australian Civilian airports it is a male voice

If you can find somebody to do the discriminator tap modification, digital decoding via DSDPlus works a treat on an analogue scanner. For LTR systems the likely progression is either Kenwood's Nexedge or Motorola's TRBO. The analogue LTR won't be around for ever.
