When it was first aquired it was used as a priority vehicle hence fitted with both lights and siren. Some vehicle category codes include;
1 = General Duties (xx 1xx)
2 = Traffic (xx 2xx)
25 = Major Crash (xx 25x)
3 = Forensic (xx 3xx)
4 = Detectives (xx 4xx) usually unmarked
6 = various District Support units (xx 6xx)
7 = Motorcyles (xx 7xx)
1 = General Duties (xx 1xx)
2 = Traffic (xx 2xx)

Red (P2) on the deltas would be understandable as magenta (P3) is only for pulling over vehicles for the purpose of inspection, as per Transport's warning lamps guide, apparently? Does anyone know if SJA needed to get approval to fit and use red/blue lights on these vehicles? I believe the simple answer would be yes. I believe the radios 'time-out' after a pre determined time due to the exact reason you have stated. After 'x' seconds of transmition the radio automatically returns to receive. That is why you often here people break up long messages in to shorter messages with "... more to follow, over"....
