They have a variety of powers and their fines are backed up by the Fines Enforcement Registry, same as being fined by the Police or Transits.
Being a caution, what are you worried about.......there shouldn't be a penalty attached.

As goes with Police acting off duty, it is a very dangerous practice as you do not have any equipment or backup.

I worked for the same Council as JMMW and in my time of employment I was assaulted on one occasion.
