Ive seen a whole swag of unmarked cars recently. I saw a (forrester/territory/prado) with lights a-'blazin yesterday just before canning bridge, going northbound. Also saw an OLD (89-95) toyota landcruiser trayback with lights on the dash pull over a vehicle just before the 80 zone coming into perth...

Im not sure about the massive carrier ships, however some of the ships that i have worked on use a low power "leaky feeder" system for internal communications. Therefore it would be impossible to catch any of their comms as it only has a small coverage area.
