The ambers are because there is not a shed full of these vehicles parked up waiting for life threatening emergencies. 99% of the time these guys are out doing non life threatening work which only require amber lights. Street hydrants are supplied and major maintenance by Water Corp (leaks, broken, moving, signage) and checked/basic maintenance by FRS (painting, access, cats eyes etc).
Private are up to the property owner.

These look like security and not ranger vehicles (a la Cockburn as discussed previously). Whilst they do look like that from a naked eye, each officer has the same powers under the same local laws of the Rangers.
